What we look for in Activate fellows
Are you deeply knowledgeable in the field of your proposed project to independently and safely lead the technical work involved? Can you communicate complicated, technical concepts to a general audience?
Is your project aligned with Activate’s mission of hard tech for good? Will the fellowship meaningfully alter the trajectory of your professional development and your proposed project?

Scientists and technologists exploring commercialization of IP from a Singapore institute of higher learning, autonomous university, or A*STAR.

Must have a bachelor’s degree and 4+ years of post-baccalaureate scientific research, engineering, or technology development experience.

Must be willing to establish a company in Singapore.

Must be leading the commercial development of a hardware-based technology innovation for the first time if awarded the fellowship (i.e., not a repeat hard-tech founder).

Must be committed full-time to the proposed project or company if awarded the fellowship.

Must be able to communicate proficiently in English.

Must be legally able to travel to the U.S. during the fellowship.

Must be based in the physical or biological sciences or related STEM disciplines.

Must still be in development and not yet ready for full-scale product sales at the time of the application deadline.

Must not have raised more than S$2M in debt or equity funding from non-governmental sources at the time of the application deadline.

As a first step, you’ll be asked to share high-level information in four main areas:
- Technology & Development Status
- Current stage of the technology (from concept through commercial product)
- Evidence of technical progress (lab results, prototypes, manufacturing readiness)
- Funding & Company Readiness
- Dilutive funding raised to date (if any)
- Willingness to incorporate prior to the fellowship
- Research Origin & Intellectual Property
- Whether the technology is based on research from a Singapore institution
- IP ownership and inventor relationships
- IP protection status (patents, trade secrets, open source)
- Licensing status or anticipated licensing needs
- Technical Domain & Fit
- Whether the innovation is rooted in the physical or biological sciences or related engineering fields
- Life sciences scope (e.g., mammalian health), if applicable
- Role of software, including whether it supports scientific discovery, physical systems, or capital-intensive development
Once you pass the eligibility check and move on to the full application, you will be required to provide a 3 page PDF that provides a summary overview of your project. Avoid jargon and acronyms that are used only in your specific field.
What do you want to do with your technology? (2 pages) When describing your technical vision, please include information on the following:
- Vision: Describe the new science or engineering behind the core innovation.
- You vs state of the art: How is it done today and what is new in your approach?
- Market Viability: Will you create value in a marketplace? How much will it cost and who will be the customer?
- Milestones and Risks: What are the mid-term and final “exams” to check for success? What are the technology and market risks? How will you mitigate the risks?
- Social Impact: How does your technology contribute to a better world? Who will be impacted and at what scale?
What is your technology? (1 page) When describing your technology, please include the following:
- Describe the technical details of the concept you want to pursue.
- Include the information that will best convey your technical innovation: text, diagrams, equations, photos, analysis, references, you name it.
- Include pictures/diagrams showing the broader systems or process in which your innovation will be used, if applicable. We understand you still have more science to prove out. You can reference publications and include them in the “Supporting Documentation” document.
Also part of the full application, a short 3-4 slide deck with technical details describing the current status of your project
We're looking for concrete, detailed information on your project to complement the higher level vision provided in the previous written answers. Feel free to use technical jargon and other shorthand to help you meet the slide limits, if needed.
Technical details (1-2 slides)-
- Present the technical details of your proposed project that convey the current status of the technology. We want to know what you have actually accomplished.
- Include the information that will best convey the current status of your technical innovation, such as diagrams, equations, graphs, photos, analyses, references, text, etc.

- Describe what you have learned pertinent to your first product(s) and potential business model(s) to monetize your technology.

- Present your proposed one year work plan during the fellowship to progress from your current status (provided in the earlier slides) toward the technical vision you shared in the previous document.
Fellow Fit
Do I need to be currently employed by a university or A*STAR to be eligible?
No. Applicants do not need to be currently employed as researchers by an IHL or A*STAR.
Eligible applicants may include:

Current researchers

Alumni of IHLs, AUs, or A*STAR

Former researchers or technologists commercializing IP that originated from these institutions
For teams advancing private IP, at least one core team member must have a university or A*STAR background to qualify. Teams may apply together, and the selection process will determine who is designated as Fellow or Co-Fellow.
Are independent scientists or founders without an institutional affiliation eligible?
Potentially. Independent applicants must demonstrate that their technology:

Is eligible for commercialization under Singapore’s research and IP frameworks, and
-
Has a clear, defensible IP pathway (e.g., licensable public IP, permission to operate, or hybrid model)
Additional clarification may be requested during the review process.
Is the program open to foreign researchers?
Yes. There are no nationality restrictions.
However, all fellows must be legally able to live and work in Singapore for the duration of the program. Applicants are responsible for securing and maintaining appropriate immigration status (e.g., Employment Pass, EntrePass, Permanent Residency). The program does not provide visa sponsorship.
Do fellows need to commit full-time to the program?
Yes. Fellows are expected to work full time on their company once the program begins.
Is this program only for first-time founders?
The program is designed for early-stage founders who would meaningfully benefit from structured entrepreneurial support.
Founders who previously attempted a startup but raised less than SGD $1M may still be eligible. Any prior fundraising must be disclosed in the application.
Do I need to be legally able to live and work in Singapore during the program?
Yes. The program is based in Singapore, and all fellows must have the legal right to reside and work in Singapore for the duration of the program.
The program does not provide visa sponsorship. Applicants are responsible for securing and maintaining their own immigration status (e.g., Employment Pass, EntrePass, Permanent Residency).
Company Requirements
Do I need to already have a technology license to apply?
No. Applicants do not need to have a finalized technology license at the time of application.
Many strong applicants are still in the process of securing a license from an Institute of Higher Learning (IHL), Autonomous University (AU), or A*STAR. Licensing progress and feasibility will be assessed during the selection process.
Selected teams are expected to finalize licensing—or demonstrate a clear legal “permission to operate” (i.e., the right to commercialize without infringement)—within the first 1–2 months of the program.
What types of IP are eligible?
There is a strong preference for technologies based on publicly funded IP originating from Singapore universities or A*STAR.
However, the following cases may also be considered:

Private IP developed in Singapore by a Singapore Citizen or Permanent Resident, if the technology is highly disruptive

Hybrid approaches, where private IP is combined with licensed public IP to advance the technology

Technologies operating under a clear permission-to-operate model (common in robotics, AI, and systems engineering)
The program does not support IP owned by foreign multinational corporations.
Does the IP have to be connected to an IHL or A*STAR?
Not necessarily, but institutional connection matters.
Applicants must clearly explain:

How their technology originated or was developed in Singapore, and
-
How public research infrastructure or public IP may be leveraged as part of the commercialization roadmap
Applications without a clear institutional or public-sector connection may be asked to provide additional clarification during review.
Who owns or controls the intellectual property (IP) produced during the fellowship?
The Activate Global Fellows SG program does not claim any ownership rights over fellows’ IP. Our goal is to support fellows in developing their own IP. We support fellows to find research and development space that allows them to retain IP rights to inventions consistent with their business objectives.
Does my company need to be incorporated to participate?
Yes. Companies must be incorporated in Singapore by the start of the program.
Applicants who have not yet incorporated will be required to begin the process prior to program onboarding. Foreign-incorporated companies may be eligible if they incorporate in Singapore and meet all other program requirements.
What are the IP rights from the government sponsors of the program?
The Singapore Government and public sector agencies have rights to use any licensed or assigned Project IP for their statutory functions, non-commercial and/or R&D purposes. Notwithstanding the foregoing, participants may seek a waiver of this Clause from the Singapore Government, if such waiver would support the effective commercialisation of the Project IP by a third party pursuant to the National IP Protocol for Publicly Funded R&D.
Do I need to already have a technology license to apply?
No. Applicants do not need to have a finalized technology license at the time of application. Many strong candidates are still in the process of securing a license from an Institute of Higher Learning (IHL), Autonomous University (AU), or A*STAR.
However, applicants must be pursuing commercialization of IP that originates from or is affiliated with an eligible institution, and licensing progress will be assessed during the selection process.
Technology Fit
What types of technologies does the program support?
We support fellows whose innovations are based in the hard sciences and impact one of our sixteen verticals. We encourage you to think broadly about the potential use cases and impact of your technology when determining if your project fits.
Are all life science applications eligible? What about innovations in healthcare?
Our Fellowship does not currently support innovators developing technologies that only have application in mammalian health. If the underlying technology has the potential to pivot to other, non-healthcare markets and the stage of development is early enough such that market exploration during the fellowship is a key activity, the Activate Fellowship is likely to provide transformative support and it is worth applying.
Specifically, if a focus during the fellowship is pursuing FDA approval, Activate is not a good fit. We encourage you to think broadly about the applications and potential impact of your technology and look at other companies we have supported for examples, including Cellcius Bio and Lift Biolabs.
What about software-based innovations? What about AI and ML-based innovations?
We have supported pure software plays where there is a combination of a few of the following factors: the core innovation is rooted in a scientific discovery that needs additional technical de-risking, the application of the tech was unclear (e.g. Semiotic Labs), the capital expenditure would need to be high, the core software innovation will need to be built into a hardware product (e.g. Liminal Insights), and/or the impact potential aligned with Activate’s mission was huge (e.g. Terrafuse).
In regards to Artificial Intelligence (AI) and Machine Learning (ML) innovations, we have supported many projects over the years that meet the above guidance.
